You sit on the governing Council of a young civilization, passing policy after policy — each a promise weighed against a price. Every law shifts five measures of a society (technology, biosphere, equality, agency, abundance) and quietly raises the strain that holds it all together. Win a colleague's Second and your motion passes by consensus; win no one, and you can Force it through at a cost or Withdraw and keep your influence.

Everyone at the table publicly wants what is best — and privately holds one of eight secret Doctrines they must never name. Pressure gathers wherever you push hardest, and every year a Reckoning strikes: a disaster the Council never chooses directly but always shapes. Read which future each Director is steering toward, court them, mislead them — or quietly build your own.

It all ends in an Audit that replays your reign, unmasks the room, names who benefited and who bore the cost, and shows what would have happened had one fateful vote gone the other way. Play solo against the Council of Masks — three hidden-agenda Councilors, all rules and no key required — or pass the device for local couch play with two to six. Every game is fully determined by its seed; share one to argue about the same history.

Dry, precise, and humane about systems — never about the people who paid. Fully playable with no account and no AI: every Councilor's voice is authored. Connect your own AI key (optional) and the Council speaks to your exact game — tap a Director to hear where they stand, and their notes, debates, and end-game confessions turn personal. It only deepens the prose, never the odds.

A content note: the Doctrines and policies here reason plainly about coercion, inequality, mass deprivation, surveillance, loss of agency, and even the end of a civilization — always as systems to weigh, never as spectacle to enjoy. The game carries the same note inside, before you begin.

Your progress

Saved in this browser only: your in-progress Assembly, plus a private Hall of Records of every civilization you have completed. Nothing leaves your device. A finished game is enshrined in the Hall rather than resumed, and any world can be replayed exactly from its seed.

Accessibility

Color is never the only signal: every Domain and Method carries a written label and a shape glyph. All resolved changes are announced to a live region. No timers gate play.
